Yes, you can, but only add small amounts of milk at a time. If you get it too thin, it will soak into the cookies.

ALTHOUGH I HAVE NEVER TRIED THIS, I would put a small amount in a small bowl and try it.
First I suggest you try milk a tiny amount, maybe a teaspoon for every tablespoon of frosting.
See what it looks like. Or try a little hot water. Some of the best discoveries have been experiments or accidents.
