It means someone that is picky, but at the same time, look at life with a very rosy view!

"Cherry picking" means that you're going for easy things. Like, if you cherry pick at work, you do things that are guaranteed and not risky. Usually it's intended as an insult because cherry pickers are lazy.

It's a multi tiered insult. The truck called a cherry picker puts someone up on a high level. So calling someone a cherry picker is saying the cherry picker thinks they are better than everyone else.
