It kind of depends on why it was said. If someone is seriously having a problem like serious illness a death or something major, and someone says that it makes me think of a two year old who really doesn't know how to communicate and one who has no empathy whatsoever. If it is just someone whining about something trivial then it's entirely appropriate in my book.

Lame. It's as old & lame as saying "not!" at the end of a sarcastic sentence...

If you truly don't care what someone else is going through, at least say something more creative than "too bad, so sad"...
